I suggest a mod like a built in messenger where you can pm live popup boxes with other members that could be toggled on and off if the user wishes to use the feature.
The shoutbox is a public form of instant messaging, but a private member to member would be kick ass.

If you shorten personal messanger to PM and extend it again to Personal Message, you have a system already.
Maybe add a feature where the contents of new PM's is shown on top of all screens until you mark them as read?

I think she's more pulling for a temporary chat thing like the IM Chat System mod of 6.x
